On Monday October 28th at 1847 hours Company 15 was dispatched for an outside investigation in the area of Accipiter Drive and Picea Court in Lake Linganore Aspen. ET154(Lt. Thews), B156(Sgt. Conaway), CAR15(Capt. Lawson), and C15(Nalborczyk) responded on the call with 8 volunteers. Units arrived in the area to find smoke coming from a storm drain near the intersection. After investigating the situation crews quickly realized there was a fire located somewhere in a 500 foot long storm drain pipe that had been recently constructed. Initial efforts to extinguish the fire by flooding the pipe with 2000 gallons of water were unsuccessful. Chief 15 realized the complexity of the situation and requested the confined space resources of Frederick County's Advanced Technical Rescue Team. Chief 15 also established the Accipiter Drive Command. Additional resources were also requested to assist with equipment, manpower, and rehab. This brought A159(EMT Strong), RE153(FF B. Thews), and Co. 15 Fire Police with 8 more volunteers. Crews worked along with the ATR team to set up equipment for entry into the pipe where the fire had been located, which was down a steep hill. After about two hours set up was complete and two confined space technicians entered the pipe with a hoseline from B156. Two others stood by outside the hole as a "two-out." Two members from New Market were among these four confined space technicians. The entry team extinguished the fire as best as possible. The pipe had partially collapsed in some areas due to the amount of time it had been burning. The team also reported finding burnt candles inside the pipe, leading investigators to believe the pipe was intentionally set on fire. The team exited the pipe after about 15 minutes. Crews on the scene then began the task of packing up the gear and loading in onto ATV's to take it back to the apparatus. All crews cleared the scene by 2300 hours. The scene was left to Frederick County Water and Sewer to evaluate.
